Casey had a run in with someone from his past that recruited him into the spy world. His name was Col. Keller. And Keller turned out to have turned bad and joined up with the Ring. He found Casey and blackmailed him into stealing this experimental pill that suppresses emotions. If Casey didn't steal it, Keller would kill Casey's former girlfriend.

So Casey stole the pill and the General found out. We did manage to stop the Ring from getting it but the fact that Casey stole it was enough for the General. She forced him to become a civilian once again.
